James Edwin Webb was born on October 7, 1906, in Tally Ho Township, North Carolina, and died on March 27, 1992. He worked as a military aviator, Marine officer, lawyer, and politician. Webb served as Undersecretary of State from 1949 to 1952 and as NASA's second administrator from February 1961 to October 1968, a period spanning the Kennedy and Johnson administrations during which he oversaw crewed missions in the Mercury and Gemini programs and managed the aftermath of the Apollo 1 fire. He was instrumental in founding the National Academy of Public Administration.
