Henry Morgenthau Jr. was born in New York City in 1891 and served as United States Secretary of the Treasury through most of Franklin D. Roosevelt's administration. He had a role in designing and financing the New Deal, and after 1937 oversaw Treasury financing of American participation in World War II. He was involved in shaping foreign policy matters including Lend-Lease, support for China, assistance to Jewish refugees, and proposals for German deindustrialization.
