Biography
Ruth Ann Minner was born in Milford, Delaware, in 1935. She served in the Delaware General Assembly from 1975 to 1993, then as lieutenant governor from 1993 to 2001, and as governor from 2001 to 2009. A member of the Democratic Party, she was the first female governor of Delaware. She died in 2021.
