Biography

William H. Webster was born in St. Louis, Missouri in 1924 and worked as a military officer, lawyer, and judge. He served as a United States district judge for the Eastern District of Missouri and as a United States circuit judge for the United States Court of Appeals for the Eighth Circuit before leading the Federal Bureau of Investigation from 1978 to 1987 and the Central Intelligence Agency from 1987 to 1991. He was the only person to hold both the FBI and CIA directorates. Webster chaired the Homeland Security Advisory Council from 2005 until 2020 and died in 2025.
