Within months of the September 1400 proclamation, English merchants and travellers cannot safely travel through most of Wales without armed escort. Road control passes to Welsh partisans. English colonial settlers in rural areas flee to fortified towns. The rapid collapse of English rural authority is one of the most striking features of the early revolt.
