History & Significance

The widespread refusal of Buckinghamshire freeholders to pay ship money from 1636 onward, inspired partly by Hampdens example, was an early organised resistance to crown fiscal prerogative outside Parliament. Sheriff reluctance to enforce collection and increasing non-payment across the county demonstrated the breakdown of the extra-parliamentary taxation system and was a precursor to the constitutional conflicts of the 1640s.
