Publius Petronius Turpilianus replaced Paulinus specifically to end the cycle of reprisals. He refused further military operations — Tacitus mockingly calls him inactive, but this was deliberate conflict-resolution policy. He allowed Iceni and Trinovantian communities to re-establish themselves and began rebuilding Camulodunum, Londinium, and Verulamium. Modern historians recognise this as effective governance that saved the province from collapse.
