Elijah Eugene Cummings was born in Baltimore, Maryland in 1951 and worked as a politician and lawyer. He served in the Maryland House of Delegates from 1983 to 1996, then represented Maryland's 7th congressional district in the United States House of Representatives from 1996 until his death in 2019. His district encompassed over half of Baltimore, including majority-black precincts of Baltimore County and most of Howard County.
