John Adams Dix was born in Boscawen, New Hampshire, in 1798 and died in 1879. He served as Secretary of the Treasury, Governor of New York, and held the rank of major general in the Union Army during the Civil War. During the war, Dix arrested members of the Maryland General Assembly to prevent the state's secession and negotiated a prisoner exchange system with Confederate Major General Daniel Harvey Hill, known as the Dix–Hill Cartel.
