Padstow was the most important harbour on the north Cornish Atlantic coast and the muster there in 1539 extended Henry VIII coastal defence programme to the northern shore of the peninsula. Though the immediate threat in 1539 was from the Channel, the north Cornwall coast had historically been vulnerable to Irish Sea raiders and the 1539 muster was designed to address this persistent vulnerability as well as the new Franco-Imperial threat.
