Hywel Dda ("the Good"), the great Welsh lawgiver, rose to dominance through a combination of diplomacy with Wessex and military action against rival Welsh claimants. Welsh annals record internal conflicts in this period. Hywel unified the south Welsh kingdoms into Deheubarth and eventually controlled most of Wales. He is best known for codifying Welsh law, but military success underpinned his political position. His relations with the English court were exemplary — he attended Athelstan's councils — but he used force against Welsh rivals.
