Carausius, commander of the Classis Britannica, declared his breakaway Britannic Empire in 286 using the fleet based partly at western ports including the Plymouth Sound area; western Britain including Devon rapidly came under his control, and naval dominance of the Channel enabled him to hold off Maximian for several years.
