The foundation of the legionary fortress at Glevum (Gloucester) on the Severn marked the establishment of the primary Roman base for operations against both the Silures and the Ordovices. Its position at the lowest reliable crossing of the Severn made it the gateway into Wales. Legio XX occupied the fortress as the forward operational base.
