A government commission sailed to Skye and Harris in 1596 to receive submissions from the MacLeod chiefs and the MacDonald of Sleat as part of the ongoing Hebridean pacification policy. The chiefs submitted formally but compliance with the conditions imposed was minimal. The voyage demonstrated both the government's intent to assert control over the outer isles and the practical limits of that authority — without a permanent fleet and garrison in the west, government power could be shown but not sustained. The submissions of 1596 were repeatedly repudiated in subsequent years.
