General Mackay oversaw the construction of the permanent Fort William at Inverlochy in 1690, following the pacification of the Highlands after Cromdale. Local Cameron and MacDonald clansmen resisted the fort's construction and supply through guerrilla action — harrying work parties, intercepting supply boats on Loch Linnhe and attacking soldiers outside the perimeter. The permanent garrison at Fort William was the visible symbol of government authority in the western Highlands and was bitterly resented by the surrounding Jacobite clans throughout the 1690s and into the eighteenth century.
