Lord Scrope as Warden of the English West March and the Dacre family interests clashed repeatedly in the 1590s over the governance of the western border. The conflict between rival power centres in the West March was a persistent feature of English border governance — without unified magnate authority, the march administration was chronically ineffective. Scrope's inability to control the Graham clan, who had connections to the Dacre interest, typified the way magnate feuding undermined border security.
