Robert Kerr of Cessford, Scottish Middle March warden, conducted aggressive enforcement operations through the Merse and Teviotdale in 1598, attempting to impose James VI's increasingly strict border policy. Kerr pursued and killed several notable reivers who had ignored warden summonses and made examples on the Border towns. His enforcement style was brutal even by reiver standards — he executed men without trial and burned towers of persistent offenders. His own family's involvement in the Scott-Kerr feud made his appointment controversial but effective at terrorising the more lawless Border clans.
